Quest text: Travelers drowned on the causeway are walking out of the buffers, the Witness — still hung with the weeds they died in. This is no restless haunting. Drowning leaves no marks; it makes obedient corpses — souls deallocated, then run again as something else. Someone is filling this fen like a tithing box. Return 12 of the Drowned Deallocated to their rest.
